Rushcard Ordered To Pay $13 Million For Disruption Of Prepaid Card Service

By Stacy Cowley

More than a year after a breakdown of RushCards prepaid debit card system denied thousands of customers access to their cash, a federal regulator has ordered the company and its payment processor, MasterCard, to pay $13 million in fines and restitution.

The penalty is intended to send a warning to the entire prepaid card industry, the director of the Consumer Financial Protection Bureau said on Wednesday. Many people, especially low-income customers, rely on such cards in place of bank accounts.

Companies will face the consequences if consumers are denied access to their money, the director, Richard Cordray, said. All of this stemmed from a series of failures that should have been anticipated and prevented.

A botched transition to MasterCards processing system in October 2015 caused a cascade of technical problems for RushCard, creating disruptions that stretched on for days. At the time, the company had 650,000 active users, with around 270,000 of them receiving direct deposits on their cards.

Many transactions by RushCard customers were denied, and they were unable to withdraw funds. On social media and elsewhere, people spoke of being unable to pay for rent, food, electricity and other critical expenses.

Another wrote, Its been a week since Ive had my medication Im literally praying that I make it through each day.

5 Easy Ways to Fund Your RushCard

When it comes to a prepaid debit card, the most important factor for most account holders is the lack of fees. On that front, the RushCard Prepaid Visa Card is somewhat successful. Free features like mobile check deposit, online bill pay, in-network ATM withdrawals and certain cash reloads mean that many of the transactions a RushCard owner would undertake are free of charge.

Third-party reloads can get expensive, but if you can fund your card with direct deposits, ACH transfers, or check deposits, this wont be an issue.

However, the card has unavoidable usage fees. If you want unlimited transactions, youll pay at least $71.40 per year in fees. If you prefer to pay as you go, every transaction you make triggers a $1 fee. If you can control your purchases, you can limit the fee, but that does run counter to the purpose of having a debit card everyday spending.

Russell Simmons’ Debit Card Left People Stranded Without Their Pay

Business Reporter, The Huffington Post

Shannen Crews is waiting for her paycheck. Normally, it’s posted to her prepaid Rush debit card on Tuesdays at 8 a.m. This morning, she woke up to find no new deposits. Her husband’s paycheck usually posts to his card on Tuesday evenings. She isn’t optimistic it will come through, either.

Crews and her husband, who live in Palatka, Florida, are two of the many RushCard customers who couldn’t access their money at some point over the last eight days. The trouble started on Oct. 12, when RushCard’s website and mobile app were supposed to go down for five hours of scheduled maintenance.

Ever since, RushCard’s has been inundated with complaints about cards that have been inactivated, direct deposits that haven’t posted and balances that read $0 when there should be money on the card.

The situation has grown so bad that the man who created and markets the card, hip-hop mogul Russell Simmons, has taken to sending angry customers direct messages on Twitter in an attempt to help.

But because of the mandatory arbitration clause in the cardholder agreement, which also bans class-action lawsuits, customers are limited in their ability to fight back.

The user base for prepaid cards tends to be the most financially vulnerable among America’s poor and working classes. People who use prepaid cards often live paycheck to paycheck.

Crews and her husband had chosen RushCard because of its early payday feature.

While you will be building a positive credit history, it will have a limited benefit it only helps you with the very small percentage of lenders who use LexisNexis and PRBC to make their credit-granting decisions.

Comparing Chime Visa Debit Card To Rushcard Prepaid Visa Card

In order to have a better understanding of both debit and prepaid cards, lets take a look at the Chime Visa Debit Card and the RushCard Prepaid Visa Card. Chime is an example of a modern online bank account that offers all the functions of a traditional bank. RushCard is a prepaid card service with some online card management features. Below is a table comparing both Chime Debit Card and RushCard in five key features: fees, mobile app, direct deposit, security, and savings account.

Lets take a closer look at how the two compare.

What Is The Difference Between A Debit Card And A Prepaid Card

The biggest difference between the two is that a debit card is linked to a checking or savings while a prepaid card is not linked to any bank account. The funds in a debit card are tied to the funds of a bank account and any transactions made using the card are deducted from the account. Some debit cards have overdraft protection in case one spends more than they have in an account. On the other hand, a prepaid card needs to be loaded with money before one can make any purchases or transactions. A person who uses this type of card can only use the available amount on the card.

Banks usually issue free debit cards that come with opening a bank account but there can be some corresponding banking fees. Prepaid cards often have a monthly minimum fee which must be maintained to use the card.
